Background

Overarching policies and priorities are the European trends and developments in HE / EHEA and Research / ERA, with which the proposed project intervention is aligned. All interventions are guided by the Paris Declaration on Aid Effectiveness and contribute to the achievement of the Sustainable Development Goals (SDGs). The project is also in line with the goals set by the Social Dimension of the Bologna Process whereby the student body entering, participating in and completing higher education at all levels should reflect the diversity of the populations (London Communiqué of 2007). To this end, it is proposed the project HERAS – Higher Education, Research and Applied Science (Kosovo), which aims to contribute to the implementation of the right to education in line with international human rights treaties.

Intervention Logic of the Project

The project addresses the following three levels:

POLICY LEVEL

For improved quality,
effectiveness, governance and
transparency of higher education
and research planning and
decision-making processes
and policies.

UNIVERSITY LEVEL

For a more student
centered, labor market
oriented higher education,
based on state-of-the-art
methodologies, and quality
measures along European
standards.

RESEARCH LEVEL

For an increased participation of
faculties, institutes and individual
researchers in international research
cooperation and improved human
capacities for teaching and research by
means of scholarships and
research projects.
